Country’s first public-private partnership (PPP) agreement signed
On August 15, 2017, the country’s first PPP agreement was signed between the Ministry of Health of the Kyrgyz Republic and Fresenius Medical Care Deutschland GmbH (Germany), selected as a private partner under the PPP project on organization of hemodialysis services in Bishkek, Osh and Jalal-Abad. The term of the agreement is 10 years.
As part of its obligations under the PPP agreement, Fresenius Medical Care Deutschland GmbH undertook to ensure the establishment of dialysis centers, import, operation and maintenance of equipment, training of personnel of public hemodialysis units and provision of dialysis services to patients with chronic kidney failure.
Kalikova & Associates, in consortium with IFC, RebelGroup International, and Dentons, provided assistance to the Ministry of Health of the Kyrgyz Republic in the preparation of the PPP project and selection of the private partner.
In particular, Kalikova & Associates, as a legal consultant for the Ministry of Health, was directly involved in conducting the feasibility study, drafting the tender rules and tender documents, including the PPP agreement, as well as providing legal support during the tender process, including the execution of the PPP agreement with the private partner.
