On March 24, 2015, the lawyers of Kalikova & Associates hosted a seminar covering the following topics: state registration of USAID contractors in the Kyrgyz Republic, taxes and insurance chargers and lease agreements for office space. The main focus was on legal requirements applicable to USAID contractors in Kyrgyzstan.
The participants and presenters at the seminar discussed the state registration requirements, taxes and insurance charges arising from payments to employees of USAID contractors, privileges and exemptions granted under the Agreement between the Government of the Kyrgyz Republic and the Government of the United States of America on cooperation to facilitate the assistance dated May 19, 1993. The seminar topics also included the practices of executing, performing and terminating the lease agreements for office space.
The presenters at the seminar were: Shuhrat Akhmatakhunov, Ruslan Sulaimanov, Asel Momoshova, Maksim Smirnov and Ulan Tilenbaev.
Kalikova & Associates provided expert assistance to members of Parliament in drafting the bill introducing amendments to a number of legal acts such as: the Tax Code, the Civil Code, the Law on State Tax Service, the Law on Protection of Entrepreneurs’ Rights, the Law on State Support of Small Enterprise, the Law on Social Fund of the Kyrgyz Republic, the Law on Accounting, the Law on State Registration of Legal Entities, Branches and Representative Offices, the Law on State Statistics, the Law on Joint Stock Companies, and the Law on Business Partnerships and Companies. The bill introduces simplified procedures for liquidation of legal entities by removing overlapping provisions, eliminating baseless and unnecessary barriers created by public authorities, reducing the period of review of documents by public authorities and lowering administrative pressure. The bill also proposes simplified and optimized procedures for registration of individual entrepreneurs by transferring the registration functions from statistics to tax authorities. The bill passed through first reading in Parliament on March 4, 2015.
Kalikova & Associates provided expert assistance to the Ministry of Economy of the Kyrgyz Republic in drafting the bill proposing amendments to the Civil Code and the Law on Business Partnerships and Companies. The bill introduces the right of the founders/participants of limited liability companies to form the board of directors and to determine the status and powers of members of the board of directors in the structure of governing bodies of the company. The bill passed through first reading in the Parliament on March 12, 2015.
Kalikova & Associates provided expert assistance to the Ministry of Economy of the Kyrgyz Republic in drafting the bill proposing amendments to the Labor Code and the law of the Kyrgyz Republic on assuring timely payment of salaries, pensions, allowances and other social benefits. The bill introduces maximum rates of interest on overdue salaries to balance the interests of employers and employees.
The bill passed through first reading in the Parliament on March 12, 2015.
Kalikova & Associates teamed up with International Business Council provided expert assistance to the Ministry of Economy of the Kyrgyz Republic in drafting the bill proposing amendments to the Investment Law and other laws of the Kyrgyz Republic (Tax Code, Nontax Payments Law). These amendments introduce legal mechanisms facilitating the exercise of investors’ right to stabilization of legal regime.
The bill was passed by the Parliament on December 31, 2014 and signed by the President on February 13, 2015.
Lawyers of Kalikova & Associates attended the two-day training on Effective technologies of legal marketing, held in Bishkek on 12th and 13th of March. The training was conducted by Iryna Khymchak, Head of Department of marketing and business development of Sayenko Kharenko Law Firm (Ukraine).
General trends in marketing of law firms of European market have been reviewed in the course of the training. Ms. Khymchak shared with practical experience as well as provided recommendations on the main directions of consulting business promotion– marketing, client relations management (CRM), development of relations with partner firms, business development and public relations (PR).
Ulan Tilenbaev, Managing Partner and Ruslan Sulaimanov, lawyer of the Kalikova & Associates are taking part in the Global Law Summit 2015 which is dedicated to the 800th anniversary of the signing of the Magna Carta held in London from 23rd to 25th of February. The Global Law Summit is an independent, international legal event supported by the Law Society of England and Wales and International Bar Association.
The program of Summit includes more than 40 sections on various topics. The Summit involves more than 2000 delegates from 95 countries. A well-known in the legal world practitioners of international law firms, public figures and experts, representatives of judiciary establishment, bar associations, prosecutors and justice officials, and business community participate in this event.
On February 20, 2015 at the meeting of the Government of the Kyrgyz Republic, members of the Cabinet of Ministers approved the medium- and long- term mineral development strategy of the Kyrgyz Republic. During the meeting, Prime Minister Djoomart Otorbaev emphasized on the high quality of the drafted document.
On March 31 2014, the Kalikova & Associates teamed with a consortium of experts has completed work on drafting the Strategy administered by the Kyrgyz Mining Association that was commissioned by the Ministry of Economy of the Kyrgyz Republic and with the technical support of USAID reform. Lawyers of Kalikova & Associates have developed recommendations for improving Kyrgyz mining law, including the issues associated with mining licensing, state assessment of mining and geological projects, pretrial dispute resolution.
Kalikova & Associates Partner Maksim Smirnov takes part in the event to be held in Moscow from 17th to 21st of February. The main purpose of the event is to build cooperation between sewing companies of Russia and Kyrgyzstan. The event is organized by Deloitte Consulting with support from USAID.
Maksim Smirnov will give a presentation on the legal aspects of doing business in Kyrgyzstan, including currency, tax and customs regulations and upcoming entry of Kyrgyzstan into the Eurasian Economic Union.

Nurbek Sabirov heads the firm's Litigation & Arbitration Practice Group. He has significant experience representing clients in commercial and civil litigation and international arbitration matters. He is a listed arbitrator with the International Court of Arbitration under the Chamber of Commerce and Industry of the Kyrgyz Republic, the International Court of Arbitration under the Chamber of Industry and Commerce of the Republic of Kazakhstan, the Riga International Commercial Arbitration Court, and the Georgian International Arbitration Centre. He is a member of the Chartered Institute of Arbitrators (MCIArb). Nurbek graduated from the Kyrgyz National University. He is licensed to practice as a defense attorney.
Magomed Saaduev heads the firm’s Corporate & Capital Markets Law Practice Group. He also has vast experience counseling and representing clients on electricity and environmental law matters as well as participating in efforts on drafting amendments to civil and antitrust laws of the Kyrgyz Republic. Magomed graduated from the Kyrgyz Russian Slavic University. He is licensed to practice as a defense attorney.
