Following the amendments to the legislation on foreign migration relating to the registration of foreign nationals, please be kindly informed that on 19 December 2016 the Government of the Kyrgyz Republic adopted a Decree on approval of the list of countries, the citizens of which may stay in the Kyrgyz Republic without registration for a longer period of time. Pursuant to the Government Decree starting from 19 December 2016 nationals of 92 countries are exempt from registration for the period from 8 to 90 business days. On December 11, 2016 the Kyrgyz Republic (the "KR") held a referendum (nationwide popular vote) concerning amendments to the Constitution of the KR of June 27, 2010 (the "Constitution"). According to data of the Central Election Committee of the KR, the referendum was attended by 1,200,438 voters, which accounts for 42.09% of all electors, 79.6% of which voted "FOR" the amendments to the Constitution.
The amendments to the Constitution will take effect 15 days after the date of official publication of the Law of the KR "On Amendments to the Constitution of the Kyrgyz Republic", except for Articles 70, 72, 75, 81 and 87 of the Constitution, which will take effect on December 1, 2017. As of the date of this Information Letter, the Law of the KR "On Amendments to the Constitution of the Kyrgyz Republic" has not been published.
The Information Letter contains some of the amendments to the Constitution, which, in our view, may, to some extent, have an impact on business environment in the KR. There is a list of other amendments to the Constitution regarding the highest values, marriage, citizenship, powers of the Jogorku Kenesh, the President, formation and dismissal of parliamentary factions and other issues.

The meeting was organized within the framework of the Corporate Governance Project in Central Asia, in which Kalikova & Associates is involved.

Kalikova & Associates’ Senior Lawyer Aleksei Vandaev participated in the intellectual property protection conference held in Moscow, Russia, on September 23, 2016.
The conference addressed the critical issues in intellectual property protection focusing on the pharmaceutical industry, trademark and patent case studies, and new legislative developments.
On July 27, 2016, IBC held a roundtable on Business challenges in the leading sectors of economy and ways to solve them. The roundtable was attended by parlament members, government officials, representatives of international organizations, embassies and business associations. The participants discussed issues related to the financial sector, telecommunications and subsoil.
Kalikova & Associates on behalf of subsoil users and IBC members presented the most problematic issues of the mining industry, as well as the ways to solve them.
As a result of the roundtable joint recommendations were adopted to improve the business environment in Kyrgyzstan.
On June 24, 2016, Kalikova & Associates Partner Marina Lim took part in a roundtable on Electronic and Digital Financial Services Potential in the KR, hosted by the International Finance Corporation as part of the Azerbaijan-Central Asia Electronic Project and Digital Financial Services and Financial Markets Infrastructure Project. The roundtable discussion focused on results from the survey on market potential for digital financial services and ways to develop financial market infrastructure.
The event was attended by the representatives from the World Bank resident mission, National Bank, Union of Banks, major mobile operators and business community of the Kyrgyz Republic.
Kalikova & Associates Managing Partner Ulan Tilenbaev took part in the International Bar Association (IBA) Europe-Caucasus-Asia (ECA) forum, which was held in Kiev and Lviv from June 15 to 19, 2016. The event was hosted by the Ukrainian law firms Arzinger and Sayenko Kharenko.
The ECA Forum is an international event, which is being held since 2006 on an annual basis. This year the forum was sponsored by the International Bar Association (IBA) for the first time. The proposed agenda of the ECA Forum included the development of the legal profession and the legal market in general, law firm management and the role of women in the legal profession. Among other questions discussed at the forum were the development of new industries and their influence on the legal market. The ECA Forum brings together partners of leading law firms practicing in the CIS countries, senior partners and representatives of international law firms, heads of legal departments of transnational corporations.
Ulan Tilenbaev took part in a panel discussion: Law firm management: talents engagement and motivation – new generation, new challenges, leadership in law firms, knowledge management. During the discussion, Ulan shared Kalikova & Associates’ experience in building effective peer relationships among employees from different generations, organizing internal knowledge management, establishing a link between incentive and loyalty programs and business development strategy, etc.
Kalikova & Associates representatives, Gulnara Kalikova and Azima Bokoshova, participated in the expert meeting on “The role of the public and private partnership (PPP) in achieving the Sustainable Development Goals (SGPs)” held on June 13 in Bishkek. The meeting was organized by International Business Council and United Nations Development Programme.
The participants of the event discussed the PPP’s role in achieving the SDGs and potential projects proposed by the public and private partners. The expert meeting also covered the practical issues, such as attracting financing from the Kyrgyz banks, procedure of initiation of a PPP project by private partner (unsolicited bid) and etc.

On May 26 and 27 the Lawyer of Kalikova & Associates, Ermek Mamaev participated in the seminar for legal practitioners, held in Bishkek by Ms. Elena Perepelinskaya, Partner and Head of International Arbitration Practice in the CIS countries in the international law firm INTEGRITES, Kiev, Ukraine. Elena is one the recognized experts in the field of international commercial arbitration, litigation and international trade.
The aim of the workshop was to familiarize the participants with the practical features of dispute resolution in international commercial arbitration, recognition and enforcement of international arbitral awards. Upon completion of the seminar, participants were awarded a certificate.
